    By Gabriela Baczynska BRUSSELS, Nov 30 (Reuters) - European Union officials on Thursday said Hungary was close to unlocking access to as much as 10 billion euros the bloc had previously frozen over concerns Budapest had damaged democratic checks-and-balances in the country. The comments come as Hungary blocked multiple strands of EU aid to Ukraine and the EU is looking to sway Orban ahead of a Dec.14-15 summit of the bloc's leaders in Brussels expected to decide on the matter.

    The officials, who spoke under condition of anonymity, said reforms enacted by Prime Minster Viktor Orban's government last summer contributed to strengthening judicial independence. They said the Brussels-based European Commission, the EU executive that holds the bloc's budget, classroom 6x unblocked was in touch with Budapest about "the last outstanding points". "These now... are likely to come to fruition," said one of the officials. "And that will indeed, provided this is finally OK, lead to a certain amount of money being unblocked." A year ago, the Commission froze some 11.7 billion euros in development aid to Hungary and the official said on Thursday as much as 10 billion of that was now set to be unblocked, with a decision expected before Dec.15.

    Actual payments would be based on specific invoices sent by Hungary and the official said the Commission currently had documents for payments worth 500 million euros. They said not all 11.7 billion would become accessible since Hungary had failed to meet other requirements that relate to academic freedoms, access to asylum and LGBT rights. Last week, the Commission approved 900 million euros in advance payments to Hungary under Budapest's hitherto frozen share of the bloc's post-pandemic economic stimulus.

    On Thursday, classroom 6x the officials said they did not expect any imminent decision on approving payouts of all of the 10.4 billion euros under Hungary's recovery plans since many more conditions needed to be met for that.
